Construction de la nouvelle Direction Régionale de la Police Judiciaire à Paris

Mission details

Context

Le projet porte sur la conception, la réalisation et la maintenance (CREM) du nouveau bâtiment de la Direction Régionale de la Police Judiciaire de Paris (DRPJ), situé dans le 17e arrondissement, confié par la Préfecture de Police (Maître d'Ouvrage) à un groupement d’entreprises.
Le marché a été perturbé par de nombreuses modifications du programme, des notifications tardives, des travaux supplémentaires non régularisés et des mises à disposition tardives d'équipements de sûreté.
Malgré ces perturbations, le Groupement a adapté ses moyens et obtenu la réception des travaux avec seulement 2,5 mois de retard.
Argos Construction est intervenu en qualité d'expert au soutien du Groupement dans le cadre de la demande de rémunération complémentaire résultant des modifications dans les conditions d'exécution du contrat.

Result

The ARGOS report enabled the liquidator to conduct amicable negotiations with the Employer and reach an agreement of a balance of €23M, including €2M of provisional retentions pending the defects rectification.

ARGOS assisted the liquidator in the defects rectification and 95% of the provisional retentions were finally released.

Context

The project involves the construction of a residential tower in Warsaw, Poland, under a lump-sum contract valued at €25.8M (excl. VAT). Following termination of the contract by the Client, an arbitration dispute arose between the two parties concerning the final account, contractual penalties, damages and the contractor's claims. Argos Construction acted as quantum expert in support of the contractor INSO, in order to analyse and value the company's counterclaim.

Context

As part of an ICC arbitration between a Turkish contractor and an Algerian project owner, Argos Construction acted as an independent expert.
The project under arbitration is located in Algeria and involves a mixed development combining new construction and refurbishment to create a real estate complex including a shopping center, a hotel, office spaces, an underground parking facility, and a conference center.
The total construction cost amounts to €100 million, with an initial execution period of 27 months.

Mission

Stakes

  • Portfolio of 9 real estate projects (offices and retail) across Francen for a total contract value of 12 m€;
  • Anomalies identified on over 50% of the audited contract value;
  • Governance challenges for the client.

Result

Two-phase audit report covering 100 works contracts, highlighting financial anomalies on 50% of the audited amount (6,2m€). The findings enabled our client to identify dysfunctions in their internal procedures and implement the necessary adjustments for improved management of the real estate portfolio.

Context

The project involves the construction of 3 buildings comprising 121 residential units and 2 commercial units, together with 38 villas, located in Ajaccio.
Works commenced in early 2023 before being suspended in July of the same year.
Argos Construction intervened, from late 2025, in the capacity of ad hoc administrator to assist the guarantor (GFA) in fulfilling its obligation to complete the works.
